At the height of his authority as the Police’s Chief, Kayihura was among other things responsible for the law and order across the country.
However, as lawlessness took over and a spate of murders rocked the nation turning the police force into a toothless dog, General Kale Kayihura was dropped, replaced with his then Deputy Okoth Ochola.
Quiet retirement
Choosing to slide out of the public limelight, Kayihura retreated to his Lyantonde farm to while away while taking care of his cows.
Impeccable sources close to the presidency however allege Kayihura is being blamed by all his succesors for being responsible for the rampant lawlessness that had engulfed Uganda.
The same sources say Kayihura kept a “blind eye” as many of his juniors-most of whom are now incarcerated ran down the country while committing in-human acts against the populace.
Working team arrested
Senior Police Officers like Jonathan Baroza, Nixon Agasirwe took over major roles in the force under the watch of Kayihura and indeed took the law into their own hands
Besides the killings which even saw one of their own- former Police Spokesman Andrew Felix Kaweesi murdered in broad day light, other atrocities under the Kayihura tutelage included rampant corruption, nepotism, unwarranted promotions and mis-use of the Police Force’s machinery to torture victims
Retirement interrupted
Last week, a local daily ran a story on the front page in which it said General Kayihura had been stopped that airport from flying abroad for medical attention.
“It is true he was stopped. Weeks earlier the president had summoned him and asked why he had kept letting too many unacceptable acts happen in Police under his watch. Kayihura gave no definite answer to the president. He instead for permission to proceed abroad for medical treatment” said a source who preferred to remain un-named for security reasons
General Kayihura remains undeployed months after he was dropped as the Police boss. It should be remembered that under Kayihura’s tenure, transfers and new deployments had become a daily occurrence and police insiders testify the soft spoken General was at the top of his game but was only let down by disloyal, greedy and selfish officers who ruined the reputation of the force.
General Grilled
TrumpetNews can reliably report that the Commander in Chief, General Yoweri Kaguta Museveni summoned Kayihura afresh to State House Entebbe and subjected the pencil thin former police Chief to series of interrogations as to whether he was unaware of the plot to eliminate his junior officers including the lateKaweesi.
A source privy to this grilling who wished not to be named revealed that Museveni summoned Kayihura who in the recent past retreated to his farm in Lyantonde.
Kayihura resorted to farming after rejecting a job following his sacking early this year.
Give us answers
Whereas he might not have been involved in Kaweesi’s murder plot, Museveni wonders why Kayihura never used intelligence to thwart the assassination plot or still apprehend the assassins after executing Kaweesi.
The Presidential Spokesperson Mr Don Wanyama when reached to confirm the meeting between the two Generals refuted the claims and said he was unaware, “I have no idea.”
