CAA boss Makuza fired over incompetence

The Civil Aviation Authority (CAA), Managing Director Wenceslaus Rama Makuza has today been sacked.

This sacking was prompted by the poor performance after an assessment by the board.

Ministry of Works publicist Sarah Kataike confirmed the news this afternoon.

“It’s true; he has been relieved of his duties.  “This was after an appraisal by the board found that his performance was below average,”Kataike said.

“The board and the Minister discussed the report and decided to relieve him of his duties.”

The development comes high on a series of scandals that engulfed the aviation.

Makuza was accused of incompetence, corruption, and inefficiency and perpetuating impunity at CAA.

Last year, former Soroti Municipality MP Mike Mukula kicked dust, accusing the aviation body of being inefficient leading to the collapse of the aviation industry in the country.

“The aviation industry all over the world is the most regulated but the whole body of CAA is incompetent .They don’t have any qualified professional head of department, ” Mukula told journalists in Kampala.

Quoting the International Civil Aviation Organization report of 2013, the seasoned pilot said CAA was found to be inconsistent in implementation of international standards an inefficient incident and accident investigation stressing this is another indicator of incompetence by the Uganda aviation body.

“CAA was found to have insufficient number of qualified personnel and needs assistance in the conduct of national aviation human resource. The audit by ICAO clearly shows that out of the 8 key performance indicators, CCA was below standards in many areas. They are the same people saying I don’t meet the required standards.”

David Kakuba has been appointed as acting Managing Director until a new one is found.
