Education ministry warns school heads on illegal charges

The Ministry of education and sports has cautioned all secondary school head teachers against continuing to levy “unrealistic and prohibitive” school fees.

In a letter issued to all secondary school head teachers across the country, the permanent secretary Alex Kakoza warned that no school shall increase fees whatever reason without authorization from the ministry.

“In most cases the exorbitant fees have been raised arbitrary  without recourse to established official procedure requiring schools intending to raise school fees to seek and obtain official permission from the permanent secretary,” Kakoza’s letter says in parts.

He added that schools implementing universal secondary education (USE) and universal post O level education and training shall strictly adhere to the policy implementation guidelines.

He directed that, “all secondary schools not later than March 10 will submit their fees structure for the previous three year (2015, 2016 and 2017).”

Approval of school budgets

He notified that some schools have been operating without approved budget estimates as required by the law.

“Please note that secondary schools are budgets are supposed to be approved by the full board, the respective chief administration officer (CAO) and finally submitted to permanent secretary ministry of education by Januray 31 of every year.”

Kakoza vehemently advised head teachers not to flout the above guidelines and violation would result into unbearable consequences.
