Dr. Pius Bigirimana has been awarded the prestigious 2026 Responsible Investment Global Award by Public Opinions, in recognition of his exceptional leadership in advancing judicial reforms in Uganda.
The award highlights Bigirimana’s transformative role in reshaping the Judiciary since 2019 under the broader national vision of President Yoweri Kaguta Museveni. His tenure has been defined by efficiency, transparency, and a results-driven approach that has significantly improved service delivery within the justice system.
According to the Judiciary’s Annual Performance Report 2025, case backlog reduced from over 30% to 24.2%, while judicial officers averaged 478 case disposals each cutting down delays that had long frustrated court users. His leadership has also driven infrastructure expansion, with permanent court buildings established across the country, reducing rental costs and improving access to justice.
A major milestone has been the rollout of the Electronic Court Case Management Information System (ECCMIS), now operational in 31 courts, enabling virtual hearings and modernizing case management. These reforms have contributed to a sharp rise in public trust in the Judiciary, from 59% in 2018 to 82% in 2025.
Speaking while accepting the award, Dr. Bigirimana expressed gratitude and emphasized the importance of service to the nation.

“I want to thank Public Opinions for this recognition, because many people are only recognized after they have passed on. This honor encourages me to continue serving the people of Uganda,” he said.
He added, “It is not enough for a country to have resources it is equally important that those resources are used for the benefit of its people. We all have a duty to this country, and if we fail to make our contribution, future generations will judge us very harshly.”
Dr. Bigirimana was honored alongside several prominent Ugandan figures, including Sudhir Ruparelia and Chief of Defence Forces Muhoozi Kainerugaba, reflecting a broader recognition of national development champions.
With a career spanning decades in public service, including key roles at the Office of the Prime Minister and the Ministry of Gender, Labour and Social Development, Bigirimana has built a reputation as a reform-oriented leader. His global recognition further cements his legacy as one of Uganda’s foremost champions of institutional transformation and accountable governance.
