Brig. Damulira promoted to Major General

In a rare and highly symbolic move, Brigadier General Christopher Sserunjogi Damulira, the Director of Crime Intelligence in the Uganda Police Force, has been promoted to the rank of Major General in the Uganda People’s Defence Forces (UPDF).  

The promotion, confirmed by reliable military sources, was issued directly by the Commander-in-Chief, President Yoweri Museveni. 

What sets this elevation apart is its unique singularity—a departure from the usual practice of announcing multiple promotions. 

“It was one message, one name,” a highly placed military source revealed, underscoring the exceptional nature of the promotion. 

This solo recognition is being interpreted as a strong vote of confidence in Damulira’s unmatched contribution to national security, intelligence, and law enforcement. 

Gen. Damulira is a name that has become synonymous with dedication, discretion, and professionalism in Uganda’s security circles.  

He is widely regarded as one of the most accomplished intelligence officers the country has ever produced. 

Before his transition to the Uganda Police Force in 2019 as Director of Crime Intelligence, Damulira served in multiple senior roles within the UPDF, including deployments abroad where he represented Uganda’s military interests. A One-Star General at the time, he brought with him a legacy of military discipline and operational experience. 

His appointment came at a turbulent time for Uganda, particularly in Kampala and surrounding towns, which were experiencing rising crime, terrorist activity, and complex urban security challenges.  

Since then, Damulira has proven instrumental in reshaping the country’s internal intelligence framework. 

 Damulira’s tenure has been marked by high-impact operations, meticulous surveillance, and a firm grip on intelligence coordination, working with other security agencies, Damulira has played a central role in restoring calm in many volatile areas. 

One of his most commendable breakthroughs was the dismantling of Allied Democratic Forces (ADF) sleeper cells linked to major assassinations in the country.  

His team was pivotal in tracking down the assailants involved in the 2021 attempted assassination of Gen. Edward Katumba Wamala, as well as operatives connected to the 2017 killing of AIGP Andrew Felix Kaweesi. 

Under his leadership, the Crime Intelligence Directorate has become one of the most effective arms of Uganda’s internal security apparatus. 

In recognition of his service, Damulira was honored on October 9, 2023, during Uganda’s 61st Independence Anniversary celebrations with the Exemplary Order of Service (Class II) — the second-highest medal awarded within the Uganda Police Force.  

Now as Major General, Damulira’s responsibilities and expectations have risen. His promotion places him among Uganda’s most trusted and senior security figures, and many believe it signals the President’s intention to elevate technocratic and operationally efficient officers.
