Concerns are mounting over the sudden disappearance of Charles Twiine, the former CID spokesperson and current officer attached to the Parliamentary Police Investigations Section, who has been missing since Wednesday afternoon.
Twiine was last seen exiting the Uganda Police Headquarters in Naguru, where he had reportedly gone to meet the Inspector General of Police (IGP) at 7:00 am that day.
According to his family, his vehicle remains parked at the headquarters, and his phones have been switched off since that afternoon.
Prior to his disappearance, Twiine had travelled with a parliamentary committee to Mbarara but abruptly cut short the trip after being summoned to meet the IGP.
He returned to Kampala on Tuesday night.
While the Uganda Police Force has yet to issue an official statement on Twiine’s whereabouts, a source within the force told this publication that it is not uncommon for officers to be held incommunicado when they are under internal investigation.
“Most times, when officers have cases to answer, they are arrested quietly. Until the issues are resolved, they won’t be seen in public,” the source, who requested anonymity, said.
However, the lack of communication from the police leadership has sparked growing concern among family members and the public, especially given Twiine’s seniority and visibility in previous roles.
Police spokesperson Kituuma Atwood could not be reached for a comment.
