From Disability to Prosperity: Museveni visits Humble home of Blind woman Thriving on PDM Support in Kasese

Museveni visiting Ms Biiira

President Yoweri Kaguta Museveni has began his Parish Development Model (PDM) regional tour in the Rwenzori with a touching visit to the modest home of Pelucy Biira, a visually impaired woman in Kasese Municipality who has turned her life around through government support.

Ms Biira, despite her disability, has built a successful poultry business under the PDM initiative. From her latest sale alone, she earned shs 7 million—an achievement that caught the attention of the Head of State and has since become a symbol of hope for many vulnerable Ugandans.

President Museveni, visibly impressed by her determination and enterprise, commended her resilience and described her as a true model of the government’s vision of self-reliance and grassroots empowerment.

“People like Ms. Biira are the reason we introduced programs like the PDM. These initiatives are not charity—they are a deliberate strategy to awaken the productive potential of all Ugandans, regardless of their limitations,” Museveni said during the visit.

The President used the opportunity to remind citizens that programs such as the Parish Development Model (PDM), Emyooga, NAADS, and Entandikwa are meant to uplift communities from poverty. He emphasized that the funds belong to the people and urged them to take ownership and engage actively.

“Without active participation, many risk missing out on these opportunities and may remain stuck in poverty. These programs are meant to empower, not merely support. Let’s use them wisely,” he said.

 

The visit to Ms. Biira’s home was not only symbolic but strategic. It underscored the essence of PDM—to bring services and development directly to the grassroots and ensure no one is left behind.

Ms. Biira expressed her gratitude to the President and government, saying the support she received under PDM changed her life. “Before, I had no stable income. Now, I am running my own business. I can take care of myself and support others,” she said with pride.

President Museveni’s tour will continue across various districts in the Rwenzori region, as he monitors the impact of the PDM and rallies communities to embrace government programs aimed at wealth creation and inclusive development.
