Before his appointment as Director Crime Intelligence in Police in 2019, the battle-hardened UPDF combatant had served in various capacities, including representing Ugandan military abroad.

At a time of his appointment Uganda, particularly Kampala Capital City and its neighbouring towns were facing a myriad of challenges, from rising crime rates to complex community issues.

On October 9, 2023 as Uganda marked 61 years of Independence Brig Damulira was awarded Exemplary Order Service Class 2, the 2 highest medal for Police.
His boss IGP Martin Okoth Ochola scooped Exemplary Order Service Class 1.
The medal is awarded to senior personalities in Police, Public Service and the community for the exemplary leadership, professionalism, commitment to service and support rendered to Uganda Police.
Damulira was recognized for his exemplary performance in the police during the last 4 years including transforming the Directorate and many operations and other activities conducted that have significantly contributed to the prevailing peace in the country.
One of the major achievements of Police was the breakthrough in busting the ADF cells that saw attackers of General Edward Katumba apprehended and others put out of action.
The same assailants, Police established were behind the assassination of Andrew Felix Kaweesi a popular police officer in 2017.
The attackers were arrested by officers in the Crime Intelligence directorate which Damulira heads.
