Uganda Human Rights Commission (UHRC) has for days been operating on streets of Kampala after the landlord put its offices under key and lock.
UHRC has been running it’s operations from Twed Plaza, plot 22, Lumumba Avenue in the heart of Kampala.
Available information indicates that when UHRC chairperson, Ms. Mariam Fauzat Wangadya and members of the board assumed offices, she immediately complained of the environment saying the premises are filthy and certainly she would contract an infection because she was sharing washrooms with the rest of the workers.
Further, officials said the Chairperson would need a ‘boat’ to sail through while exiting her officers whenever it rained in Kampala.
“They wanted to leave the building and get a new one because the Chairperson didn’t like Twed Plaza. One of the reasons there was no toilet in her office and whenever it rained the office flooded,” said an official who asked not be quoted.
The management issued a notice to the landlord that UHRC wouldn’t renew tenancy agreement.
The landlord in agreement responded saying the commission would therefore vacate by February.
“So UHRC embarked on process of searching for new offices but it was marred with irregularities,” a source added.
The Attorney General advised UHRC top brass to desist from getting new offices yet the landlord had issued an ultimatum.
Left with no option workers of this government organization were sent home while others carried out their duty outside Twed Plaza.
“This is a clear indicator UHRC is as broke as a church mouse. Government is not funding anything apart from paying salaries for the few staff who only make up around 20% of the required staff,” added a source.
“Ever since DGF one of the biggest funders left things have gone from bad to worse. UHRC is doing very little on its mandate of outreach due to lack of funds. It is on drip for lack of a better word. Whole commission has around only 15 functional cars. Regions receive fuel of shs 800,000 to use for three months…it is a joke,” a furious official lamented.
No board member including the Chairperson was available for a comment.
In a notice seen by this website sent to all staff, UHRC acting secretary Margret Ejang Lucy informs the public that the commission will be moving into new premises.
