Col. Frank Kaka Bagyenda has Thursday been shown exit as Director General Internal Security Services (ISO)
The Commander in Chief (CiC) Gen. Yoweri Kaguta Museveni who is also the appointing authority has replaced Col. Kaka with Charles Oluka.
Museveni has further assigned Emmy Katabazi as Oluka’s deputy. Katabazi formerly led ISO media desk.
A formal communication in form of radio message will shortly be sent to all relevant security agencies, an official said.
According to a source, Kaka’s woes stem from the fake intelligence reports he previously submitted to President Museveni implicating sister security agencies in acts of subversion and criminality.
Yet, ISO agents were responsible for orchestrating crimes ranging from corruption, extortion, cyber robbery and authoring fake intelligence reports.
Kaka was appointed in 2017 to head ISO having retired acrimoniously from the forces as early as 1994.
He was part of the NRA bush war.
After retiring he retreated the islands (Kalangala) of Victoria where he conducted personal businesses.
Those known to him say he has been a conservative man who barely took advice from anyone, which explains why he would constantly approve fake intel reports without subjecting them to interrogation.
A source adds that a false report that placed Kaka on a collision path with the President involved a UPDF general close to the First Family who according to Kaka was planning a coup.
Further, Kaka failed to run ISO by recruiting criminals as intelligence officers and sidelining professionals.
Officials in security said, Kaka’s sacking was long overdue.
