She was born on the 21st March 1970, to Mr. and Mrs. Stanley and Janet Elwoku Etori of Acut village, Kalaki Sub county, Kalaki County, in the great Kaberamaido.
She was privileged to be the ninth born out of a family of sixteen that had six Boys and ten girls.
Education
She started her education from Moroto Town Council, (now Municipal) Primary School in 1976 and completed the Primary Education Circle in Swaria Primary School in Soroti, where she sat her Primary Leaving Examinations. She joined Tororo Girls School for her O level and obtained her U.C.E in 1989.
She later joined Immaculate Hearts Girls School, for her A ‘level where she obtained her U.A.C.E in 1992. In 1993 she was admitted to Makerere University and graduated in 1996 with a Bachelors Degree (with Hons) in Social Sciences, majoring in Sociology.
She later pursued Post Graduate Studies at the National University of Rwanda and graduated in 2012 with Master of Arts Degree in Peace & Conflict Resolution.
Career
She was enlisted in the Uganda Police Force on 18th August 2001 with 65 others, when she reported for the Initial Cadet/ Assistant Superintendent of Police at the Police Training School, which ran till the 26th April 2002.
At the time of joining the Uganda Police Force, she was already a wife to Mr. Kamujuni Ahimbisibwe Alex (R.I.P) and were blessed with two sons Emmanuel and Alvin.
she was admitted to the Pensionable Grade of Public Service. And on the 19′ July 2004, she was transferred from Entebbe to Police Headquarters as the Staff Officer, HRM where she was offered an appointment on promotion to the rank of Superintendent of Police.
She went on to head the Child and Family Protection Unit at the Police Headquarters.
And on the 23. May 2012, She was offered accelerated promotion to the rank of Assistant Commissioner of Police (ACP), and further offered appointment on promotion to the rank of Commissioner of Police, a rank she held till her demise.
She was regarded highly within gender policing as being one of the best in her generation with a strong sense of ethics.
She attended various courses that helped in shaping her with knowledge, skills and expertise. These include; The Executive Development Course in ILEA, Gaborne, Advanced Management Course at ILEA, Roswell, The 8th Civilian Police/Correction Unit Course at the Peace Support Training Centre, Karon – Kenya. The Strategic Command and Leadership Course, College of Policing, Rwanda, Protection of Civilians Course UNMIS Police Induction Training.
She also participated in selected highly technical conferences on Capacity Building Workshop on GBV against Women and Girls, The Global Technical Consultation on Police and Justice Sectors response to violence against Women and Girls.
She underwent a competitive interview and on the 2/06/2015, was offered a fixed term contract appointment as Deputy Police Commissioner with African Mission in Somalia (AMISOM), for one year. At a time, it was among the most demanding jobs in AMISOM Policing, with evolving threats of terror and the immediate return of Rule of law.
She diligently carried out her mandate of assisting the Police Commissioner Coordinate the activities of the police component to include; Leadership, providing operational and strategic advice on matters of rule of law and security, Human Rights, Protection of AMISOM personnel, facilities and equipment, in Somalia, Advisory and Coaching Support to National Authorities to enhance Security and the maintenance of law and order, and develop a framework for the development of Somali Personnel of the Police Component of AMISOM.
Her distinguished career and expertise insured AMISOM adapted to the community Policing initiatives and reforms that had far reaching and positive influence on the entire Somalia community. The Commission of the African Union requested for the extension of her tour of duty on three occasions.
Most recently, she was responsible for the overall administration, coordination and command of the Police Component in AMISOM and her tour of duty was expected to end on the 30th June 2019.
At the time of her death, she was serving as the Ag Police Commissioner and Head of the Police Component, a position she assumed in November 2017. Her outstanding record of service and exceptional qualities will be greatly missed by the AMISOM, UPF and the Country at large.
