Police officer Clive Barigye out on bail

Assistant Superintendent of Police (ASP) Clive Nsiima Barigye, who was captured on CCTV assaulting a female shop attendant at a Shell fuel station in Kyanja, has been released on bail. 

Nsiima appeared before the City Hall Criminal Court (KCCA) on Thursday, where Grade One Magistrate Nicholas Aisu granted him bail of shs 1 million cash and shs 5 million non-cash for his sureties.  

He had earlier been remanded to Luzira Prison after pleading not guilty to charges of assault and threatening violence under Sections 235 and 236 of the Penal Code Act. 

The prosecution had strongly opposed his release, arguing that the case had generated immense public interest and that granting bail would undermine public confidence in the justice system. However, Magistrate Aisu ruled that Nsiima, like any other suspect, was entitled to bail under the law. 

The officer’s charges stem from a viral CCTV video showing him slapping a female cashier who had reportedly reminded him to clear an unpaid fuel bill of about Shs30,000. In the footage, Nsiima is seen berating the attendant, boasting that even with cameras present, nothing would happen to him. 

The case has been adjourned to November 5, 2025, for mention. Meanwhile, sources at Police Headquarters have confirmed that the Force’s disciplinary court has recommended his dismissal from the Uganda Police Force over the incident. 

Despite the pending internal process, the decision to release him has reignited public anger, with many Ugandans on social media describing the bail ruling as another example of impunity and preferential treatment for security officers.
