The Anti-Corruption Unit of State House, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Nathan Kakson Twinomujuni, Secretary of the Uganda Liberal Teacher’s Union Members SACCO, before Buganda Road Chief Magistrates Court on charges of obtaining money by false pretence and conspiracy to defraud.
Twinomujuni, accused of siphoning shs 1.35 billion, was remanded until September 3, 2025. He now joins two co-accused: Mutesasira Evans Kaganizo, the SACCO Chairperson, and Esiingwa Hassan Maganda, a businessman and director of Hansem Technical Services Limited.
According to investigators, the three are at the centre of a massive shs 3.6 billion misappropriation scandal, part of the UGX 20 billion fund granted by President Yoweri Museveni to Teachers’ SACCOs to boost teachers’ welfare.
Court documents reveal that upon receiving the funds, the SACCO leaders embarked on questionable transactions. These included the purchase of land in Kiira Municipality at shs 1.3 billion, an alleged acquisition of 500 acres of unidentified land at Kabwoya, Kyangwali in Kikuube District at shs 2.75 billion, and motor vehicles valued at over shs 250 million.
An installment of shs 1.35 billion was wired to Maganda’s account on December 16, 2024, purportedly as part payment for the disputed 500 acres of land. The land’s ownership and authenticity remain in doubt, raising suspicions of deliberate fraud.
The Anti-Corruption Unit says investigations are still ongoing, and more arrests may follow as the probe widens. The case has reignited public anger over the misuse of funds meant to uplift teachers, many of whom continue to struggle with poor pay and inadequate housing.
If convicted, the accused could face long jail terms, asset seizures, and orders for compensation.
