The Electoral Commission (EC) of Uganda, under the leadership of Justice Byabakama Mugenyi Simon, has embarked on a nationwide exercise to update the National Voters Register.
However, the initiative, which began on January 20, 2025, has encountered several challenges, including limited turnout and equipment malfunctions, raising concerns about the exercise’s efficacy as it approaches the February 10th deadline.
The primary aim of the update is to register eligible Ugandans aged 18 and above who are not yet on the voters’ roll, allow voters to transfer voting locations, and verify details on the register. Special Interest Groups, such as youths, persons with disabilities (PWDs), and older persons, are also catered for in the process.
Despite the significance of the exercise, logistical constraints have hampered progress. The Electoral Commission deployed 2,703 registration kits, sourced from the National Identification and Registration Authority (NIRA), falling short of the required 5,000. Moreover, these kits, first procured a decade ago, have shown signs of wear, leading to frequent breakdowns and delays. Justice Byabakama acknowledged the limitations but assured the public that technical teams are addressing malfunctions promptly.
Another issue causing unease is the requirement for first-time registrants to obtain recommendations from security officials, such as the Gombolola Internal Security Officer (GISO) and District Internal Security Officer (DISO), to verify citizenship. Critics argue that this requirement might deter participation. However, the Commission defended the measure as a necessary step for ensuring only verified citizens are added to the register.
Turnout has also been described as low, though Justice Byabakama clarified that most Ugandans are already registered, with many opting to use the online portal to verify their details. He emphasized that this is not a mass registration exercise but rather a targeted update for specific needs.
In addition to logistical hurdles, the Commission is also preparing for by-elections in Kawempe Division North following the death of Hon. Ssegirinya Muhammad on January 9, 2025. Justice Byabakama confirmed that the program for the by-elections, which includes filling a local government vacancy in Kazo-Angola Ward, will be unveiled on January 27.
The Electoral Commission has called on all stakeholders, including political parties, civil society groups, and local leaders, to support the voter update exercise. Justice Byabakama reiterated the importance of the initiative, stating that a credible voters’ register is fundamental to free and fair elections.
While the Commission remains optimistic about completing the exercise on schedule, it faces significant obstacles that could undermine public confidence in the electoral process. The success of the ongoing update hinges on the resolution of logistical issues, increased mobilization efforts, and the active participation of all stakeholders.
