The Army Commander, Gen. Muhoozi Kainerugaba, has issued a directive authorizing security agencies to arrest any members of opposition groups seen wearing outfits resembling military uniforms.
The announcement, made via X (Twitter) on January 16, 2025, specifically targets members of the National Unity Platform (NUP) and other opposition groups.
Muhoozi wrote, “I give permission from TODAY for all security agencies to arrest on the Spot any NUP or other opposition group wearing anything resembling a military uniform! And those who do not respect this order… have their own problems.”
The statement has sparked significant debate, with opposition members and political analysts questioning the legality and implications of such a directive.
NUP, led by musician-turned-politician Robert Kyagulanyi (popularly known as Bobi Wine), has often used red berets and similar attire as symbols of resistance, which authorities have previously claimed resemble military regalia.
This order comes amid heightened tensions between the ruling National Resistance Movement (NRM) and opposition groups, with accusations of government crackdowns on dissent intensifying in recent months.
Critics argue that Muhoozi’s directive could be used to suppress political expression, especially during rallies or demonstrations.
Supporters of Muhoozi, however, have defended the decision, asserting that wearing military-like uniforms by civilians undermines the authority of the armed forces and could create confusion in matters of security.
As Uganda approaches a critical political juncture, the move underscores the growing influence of Muhoozi, who has been widely rumored to harbor presidential ambitions.
