The application by Anita Tayebwa Rukundo, the spouse of Uganda’s Deputy Speaker Thomas Tayebwa, for a “General Betting Operating License” has drawn significant public interest. Together with co-applicants Paul Jean Rwemalla and Tayari Rides Limited, the group seeks to establish Eco Bet Limited, a company that intends to focus on sports betting and virtual games, largely through an online platform. The betting platform, which will operate out of Fairway Hotel, reflects the continuing growth of Uganda’s betting industry, which has seen high public engagement and expenditure.
This move highlights several important points and potential concerns. For one, Eco Bet Limited would enter a highly lucrative yet controversial sector. In the first half of last year alone, Ugandans spent an estimated UGX 2 trillion (approx. $540 million USD) on sports betting. However, despite its profitability, the betting industry has also been linked to serious social and economic challenges, including financial distress and mental health issues, particularly among younger Ugandans. There have been reports of suicides and the loss of personal assets as individuals grapple with the addiction and financial losses that often accompany gambling.
The involvement of Rukundo, a family member of a senior public official, raises ethical and perception issues. Though Uganda does not prohibit the spouse of a public figure from operating a business, the connection between the Deputy Speaker and a betting firm presents a potential conflict of interest due to the National Lotteries and Gaming Regulatory Board’s (NLGRB) oversight by Parliament’s Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE).
The Deputy Speaker’s position could create concerns around impartiality and regulatory scrutiny, even if no direct interference occurs.
Ultimately, Rukundo’s application serves as a reminder of the balance that must be struck between business opportunities and ethical governance, particularly in sensitive sectors such as gaming and betting, which are closely tied to public welfare and economic stability.
