Exclusive: EC secretary, Mulekwah, Hands over Office

Mr Mulekwah has gone on annual leave

Leonard Mulekwah, the Secretary of the Electoral Commission (EC), has taken his annual leave starting October 14, 2024. This announcement comes just three months after he began a new four-year contract with the Commission.

In a formal communication to Justice Byabakama, the Chairman of the EC, Mulekwah has confirmed that Richard Babo Kamugisha, the Director of Operations, will step in to oversee his duties during his absence.

This arrangement ensures that the Commission continues to function smoothly while Mulekwah is away.

While the handover notice did not specify when Mulekwah will return, sources indicate that his leave has been approved and is in line with the Commission’s operational policies.

It appears that Mulekwah’s leave comes at a crucial time, as the Commission is currently engaged in preparations for the upcoming by-elections for the Kisoro District Woman Representative to Parliament.

Mulekwah’s responsibilities during his tenure have included overseeing the conduct of elections and maintaining the integrity of the electoral process. His leadership has been vital in managing the Commission’s activities and addressing issues that arise within the electoral framework.

This leave comes at a time when the Electoral Commission is under scrutiny regarding its preparedness for the by-elections.

Observers are keen to see how the transition of leadership during this period will affect the Commission’s operations.

Richard Babo Kamugisha, acting EC secretary

As Mulekwah steps back, the Commission remains focused on its mandate to uphold democratic processes in Uganda. The public and stakeholders will be watching closely to ensure that the ongoing activities continue seamlessly during his absence.

The EC has emphasized its commitment to transparency and accountability, and with Kamugisha at the helm temporarily, there are high expectations for maintaining these standards.
