Nyombi Thembo, the former minister of state for Information and Communications Technology, ICT, has been appointed as Uganda Communications Commission (UCC) Executive Director.
He has been serving as director of the Rural Communications Development Fund – RCDF, a service fund managed by the (UCC).
Tembo takes over from Irene Kaggwa, who been in the acting capacity for 4 yours.
The decision to appoint Tembo was announced by Minister of ICT Dr Chris Baryomunsi.
Tembo lost his ministerial position in 2017. His appointment to UCC was stalled by whistleblower who argued that Nyombi Thembo was a direct supervisor of UCC when he was ICT minister and, therefore, had a strategic edge over other candidates.
The whistle-blower also accused Thembo of misusing his office, conflict of interest, influence peddling and engineering the recruitment process to suit his own personal interests.
Thembo, the former Member of Parliament for Kassanda South, had applied for the job after losing his parliamentary seat to former police spokesman Simeo Nsubuga.
Last September, UCC advertise the job of executive director. Whereas many applied four candidates were shortlisted.
They include, the acting ED Irene Kaggwa, Nyombi Tembo, Fred Otunnu the head of UCC Corporate Affairs and Julianne Mweheire the director of content.
