Police refuses to Provide Security to ‘Besigye’s illegitimate Delegates Conference’

Uganda Police has turned a blind eye to a request to beef up security as Col (rtd) Kizza Besigye and his group from Katonga Road host for FDC extraordinary delegates conference slated for September 19.

Police branded the meeting unlawful.

In a letter dated September 12, 2023, Police informed the convener Chairman Wasswa Biriggwa who is attached to Katonga faction that it had received a communication from the FDC secretary general Nandala Mafabi stating that the meeting spearheaded by Kizza Besigye is illegitimate and contravenes the party constitution.

Police further quoted Mafabi saying that the planned conference to be held at Natures Green Resort Beach in Busabala, Kampala, would as well likely cause confusion and chaos among the population.

“In view of the above, therefore, you are advised to reconcile the party position or seek resolution from the courts of law to avoid likely open conflict and possible clashes. Police will, therefore, not be ready to provide the required security for the event until the party position is harmonized,” the Inspector General of Police (IGP), Martins Okoth Ochola, told Birigwa.

John Nuwagira, the Assistant Inspector General of Police and its director of operations signed the letter on behalf of Ochola.

Birigwa wrote to the IGP on Monday (September 11) and Mafabi the following day, widening the rift between the top party leaders.

According to Besigye’s group the meeting will address internal issues that are likely to split the party.

Dr. Kizza Besigye a few weeks ago, vowed to lead a crusade around the country to rally support to reclaim the FDC party which has been hijacked  by President Museveni who in 2020 splashed billions of money to Mafabi and party leader Patrick Amuriat.
