Whistleblower exposes Rot inside Uganda Darts Association

Uganda Darts Association has been exposed for failing to provide accountability

Uganda Darts Association (UDA) is on spot for failing to provide accountability in respect to the Association’s Constitutional requirements.

In a dossier dated June 2 sent to the executive committee of UDA, the whistleblower said that the association abdicated on this responsibility by, among other things, failing to fully comply with the UDA accountability requirements.

“In complete disregard of your sworn duties and responsibilities, the Association has failed to provide competent Audited Accounts for the last three-four financial years. In the last UDA Annual General Meeting (AGM), the available Audited Accounts were discussed and a number of loopholes were identified,” the dossier reads in part.

‘The Annual General Meeting (AGM) approved the Accounts in their format and ruled that UDA provides, among other things, authentic Banking Statements and an authentication in writing from National Council of Sports (NCS) explaining for instance the 5 (five) million shillings that was purportedly banked onto the UDA Account, which UDA therefore withdrew and handed over to National Council of Sports (NCS) in contravention of all available Banking procedures for Account Reversals. The same AGM also called upon UDA to organise an Extra Ordinary Meeting to specifically deal with all current and previous financial matters of the Association. I have written to UDA requesting for Minutes of this AGM, but my email has never been responded to and no minutes have so far been shared!”

The whistleblower adds that in response to the above, however, the Treasurer provided a Banking Statement that was convincingly authentic but incomplete

“Of the 3 (three) pages, the Statement missed Page 2 (two) and UDA has adamantly failed to furnish members of how this happened and until today, this page has not been retrieved. UDA has also, until to-date, failed to retrieve any documentation to prove that the amounts withdrawn from the UDA Account was actually handed over to NCS or even provide any other logical and valid reasons for the irregularity. At some point, in future, it will be prudent to consult NCS for details regarding this transaction.
Ladies and Gentlemen, you will realise that NCS has been on the spot regarding financial management practices and this has also affected budgetary allocation to sports – negatively.”

The association is faulted for its failure to acquire funding through sponsorships due to lack of accountabilities.

“It is also factual that this lack of accountability has been a major factor for clubs to abscond from paying their Annual Subscriptions and it has been the basis under which the Northern Zone has continuously shied away from UDA activities and the zone is currently at the verge of breaking away from UDA, which further jeopardises the success of Darts in Uganda.”
