Lt. Gen. (retired) Proscovia Nalweyiso has revealed she personally ordered the army to withdraw military guards attached to Charles Olim alias Sipapa.
In an interview with UBC, Nalweyiso revealed more of the dark side of Sipapa confirming that she is not surprised he was arrested and charged of robbery.
Speaking in vernacular, Nalweyiso, who serves a special Presidential advisor on defense and security said Sipapa is among a few Ugandans who have misused their connection with the government to rob and mistreat people.
“I have spent very long time fighting Sipapa, I personally ordered UPDF to withdraw the soldiers. I have been following him and the Police knows. I don’t think he is being framed. Sipapa owns a gang of thugs which breaks into people’s homes. They steal laptops, phones, money and cars,” Nalweyiso said.
Without providing details, the retired UPDF general said she had overtime fought with police over Sipapa.
She added that many times, Ugandans pose for photos with the President for selfish motives.
Sipapa with no known source of income has on many occasions dished out money claiming to be working on behalf of the President.
His pictures with Gen Museveni are always circulating on internet.
Sipapa, a number of times was as involved in bar brawl and ended up firing bullets.
As to how he acquired a gun and security detail remained unknown until last week when Police announced he was being hunted for robbery of shs 1.6 billion.
Nalweyiso said Police had for long feared Sipapa because of his pictures with Museveni.
She further warned all those posturing like Sipapa that their time is up. She mentioned of an individual who drives a VX with Museveni’s picture attached on car’s number plate.
“I am coming for you.”
