EC: Kibalama legitimately Handed over NUP leadership to Kyagulanyi

The Electoral Commission (EC0 which regulates all political parties in Uganda has come out to substantiate who is the lawful leader of opposition party National Unity Platform (NUP).

In a letter dated June 21, the Secretary of EC Leonard Mulekwah said Kibalama and group had handed over power legitimately to the current leadership of NUP headed by Robert Kyagulanyi alias Bobi Wine.

The development clears air on who truly owns NUP after a splinter group led by Moses Kibalama recently set up a parrel NUP headquarter in Rubaga and appointed new faces in different positions.

Bobi Wine was removed as NUP president and appointed Foreign Secretary.

Kibalama assumed the Bobi Wine’s position.

“This is to acknowledge receipt of the above captioned returns lodged with the Commission on 27th May, 2022. You will recall that in the final submissions you made to the Electoral Commission on 21th July, 2020, you and Mr. Ssimbwa Paul Kagombe resigned as Party Leaders and both of you signed as outgoing leaders,” Mr Mulekwah wrote.

“Prior to your resignation, you did chair a meeting that conducted elections of office bearers, to whom you handed over respective offices, and the subsequent Party meeting held elections of its National Executive Committee. Please do note that the filed returns or records with the Commission as of 21″ July, 2020 show the following office bearers and Executive Committee Members.”

Mulekwa indicated that Bobi Wine is recognized as the party leader.
“According to Article 6.2 (c)(ii) of the National Unity Platform (NUP) Constitution, the Delegates’ Conference is convened and chaired by the President, except that the President may delegate in writing, the power to chair it or any part thereof to any member of the National Executive Committee,” he wrote.

“Further, no communication is on record in respect to resignation and or rescinding of offices by the said Executive Committee, who according to Article 6.2(c)(i) of the Party Constitution should hold office for 5 (five) years.

This is, therefore, to inform you that the convening of the Delegates’ Conference and election of the National Executive Committee ought to comply with the National Unity Platform Constitution.”
