The Director of Crime Intelligence in the Uganda Police Force, Brigadier General Christopher Damulira together with Major Kutesa who is attached to State House, are visiting Kampala’s ghettos in what appears a move to mitigate crime in slum communities and endear the the youthful slum dwellers to the ruling government.
Damulira has so far visited the Ghetto youth of Kasokoso, Kawempe, Kasangati/Magere, and Nakawa.
Officials said these engagements bring the government closer to the youth in order to understand their challenges and implement necessary policies to address them.
“It also helps us to assess the impact of government interventions in terms of improving the ghetto youth livelihoods and taking them away from criminality,” said a source.
The ghetto youth formed Robert Kyagulanyi’s core fanbase in urban areas during the 2021 presidential elections.
Many are unemployed and struggle to earn a living.
According to Uganda Bureau of Statistics (UBOS) statistics, the percentage of population in employment in Uganda was 8.3 million in the year 2019/2020.
Less than a third of persons in employment (25%) had completed either secondary or post-primary school.
Majority of these youth live in squalid conditions in ghetto areas which serve as breeding grounds for criminals.
During his engagement with the youth, Damulira told over 300 youth that they (Damulira and kutesa) had been appointed by President Museveni to ensure that they transform the lives of all the Ghetto youths in the county.
Damulira advised the youth of Kasokoso to elect their leaders from grassroot level to the Division level as this will make the communication between them and the upper leadership to flow well.
