State House explains Swift arrest of Mulago Hospital Executive Director

Dr. Byarugaba Baterana, the Executive Director of Mulago Hospital has for long been probed over matters of accountability and alleged fraud, this website has reliably understood.

The arrest was conducted by State House Health Monitoring Unit led by Dr Warren Namara. We have further established that Byarugaba is currently being held at the Unit’s headquarter in Nakasero.

When contacted, Dr Namara confirmed Byarugaba’s arrest saying, “he is helping us investigate a number of issues.”

He added that he was busy and promised to revert.

But Namara earlier told New Vision that, “we assisted him to come to our office in order to help us with investigations of Mulago National Referral Hospital since he is the accounting officer,” said Namara.

He said that during their investigations, they had got queries on a number of things.

“We got queries on plant, machinery, financial and human resources, general management, among others. So we are asking him [Baterana] to assist us in understanding a few of those things,” added Namara.

HMU was established in August 2009 by the directive of the President under Article 171 of the Constitution of the Republic of Uganda (1995) as a Medicines/Health Services Delivery Unit in response to the persistent public outcry on the poor medicines and health services delivery in the country.

It operates as a department under State House, with the core functions of monitoring service delivery and management of medicines and health services under the health sector in the entire country.
