On 23th, July 2021, Former Minister of Science Technology and Innovation Dr Elioda Tumwesigye made a startling revelation to the senior and junior managers of the ministry.
The man from Sheema was handing over office to newly appointed Minister Dr Monica Musenero.
In her appointment, the President further instructed that the Ministry’s structures immediately return to State House and that the State House comptroller would become its accounting officer.
Today, Dr Musenero grapples with an allegation that she solely engineered a move to have the Ministry taken over.
However, in an investigation conducted by this website we established that the plan of restructuring and integrating the Ministry into State House had been existing four months prior to Musenero’s appointment.
This was revealed by Dr Elioda at the handover on 23th July while presenting a report highlighting his works while at the helm of the institution. Those who attended the event said his report only talked about policy plans without pointing to a single finished project under his regime.
“With guidance from the H.E the President, working with National Planning Authority (NPA) and the public service to harmonize issues related to restructuring, integrating and mainstreaming MoSTI into Office of the President, rationalizing/positioning of affiliated agencies/institutions of MoSTI leadership of the Innovation Technology Development and Transfer program under NDPIII alignment,” Elioda said in relation to shifting of the Ministry.
His revelation aroused anxiety among the Ministry officials wondering why and what took him ages to communicate for planning purposes.
It remains a public secret that Mr Elioda had snubbed the handover ceremony which was scheduled earlier.
It took Minister Musenero two weeks to receive instruments of offices after swearing in until the President intervened.
“Therefore the notion that Dr Musenero orchestrated the transfer and integration of the Ministry into State House is sheer lies and a figment of her enemies who closely work with the former Minister and Permanent Secretary,” revealed a senior State House official who wished not to be named.
Witch-hunt
Further, TrumpetNews has learned that Dr Musenero didn’t and has never received a warm reception following her appointment as Minister, but a heap of wild allegation varying from harassment of workers to accountability.
The detractors sponsored by the former officials have written multiple letters up to the President calling for immediate interdiction of Musenero who has barely been in office for a year.
This website has landed on four letters which purported staff of the Ministry have written to Public Service, Inspectorate of Government, Former State House Anti-Corruption head Col Edith Nakalema and the President.
Startlingly, all the allegation raised were never backed by substantial evidence.
In one of the letters to the IGG, this group hiding under the cover of “CONCERNED AND PATRIOTIC UGANDANS” on October 6, 2021 alleged that Dr Musenero had fleeced shs 59 billion in fake Covid-solutions.
They claim that Musenero fought fiercely to take the Ministry to State House so that she fleeces the Covid budgets.
The same letter containing these allegations was forwarded to the President which he has never responded to considering his awareness of the fight against Musenero.
In fact the President last year warned a clique of MPs led by NRM’s Yona Musinguzi that he “would die” with them if they couldn’t back off Musenero.
State House officials however, are very surprised that from the time negative forces ganged up against Dr Musenero, no single NRM Minister, MP or official has come out except President Yoweri Museveni to defend and respond fiercely.
“For example, just last week when opposition MPs attempted impeach Security Minister Jim Muhwezi, the Chief Whip Hon Tayebwa has been all up and about defending Muhwezi. We have all seen the solidarity NRM MPs express when attack is directed to the Speakers of Parliament,” said an official.
He added, “Why should not they defend Musenero who in my view is a national asset?”
TrumpetNews has further learnt a number of NRM officials have clandestinely sponsored the campaign Minister Musenero.
Again, this website learned that Musenero is sidelined because of being an ex-officio who is occupying such a huge ministerial position. NRM members argue that because Musenero didn’t go through hectic campaign to solicit for votes she doesn’t deserve such an appointment.
“There is a youthful State Minister from Eastern Uganda. He told some concerned legislators at Parliament that the reason many are laid back is because Musenero has interfered with their bread.”
With all efforts of fighting Musenero becoming unproductive, the group decided to approach former Minister to pour cold water on Musenero’s determination to develop Covid-19 drug since there is great progress.
Mr Elioda last week went bare knuckles in the media suggesting that Musenero and other scientists duped President Museveni into thinking that Uganda can develop a Covid-19 drug.
He said Uganda has and will not in the near future make such an innovation.
However, a section of the public has wondered why Mr Elioda is expressing his concern at a time he is out of office yet he was the chief scientist (Minister of Innovation) at a time Covid erupted in Uganda.
Efforts to reach Dr Elioda to respond to our numerous queries following his media outbursts were futile by press time.
However, we learned that the attack and witch-hunt on Musenero is aimed at damaging her relationship with President Museveni, portray her as corrupt, disrupt her efforts to develop the vaccine and lastly the former group is scared of her unprecedented zeal into finding a lasting solution to the Covid- epidermic well knowing she is result-oriented expert.
