The mood in Court Room One at the Judiciary headquarters was jovial as members of Senior Management set up an impromptu party for the Permanent Secretary/Secretary to the Judiciary, Dr Pius Bigirimana.
The reason for the celebration was to congratulate the Judiciary Accounting Officer for his new doctorate degree.
On December 15, UK’s Geofidel Institute of Leadership and Management in collaboration with Stratford University- USA and Harvard Business School awarded the PS/SJ with an Honorary Doctorate – PHD in Leadership and Management.
The do was complete with a plaque which was presented by the Chief Registrar, HW Sarah Langa Siu, on behalf of the Judiciary Senior Management, “upon his meritorious award of having an honorary PhD in Leadership and Management.”
While presenting the award, the Chief Registrar said, “Wherever you will go you will remember you were with us and this team decided to honour you.”
Adding that “it is a humble gift given with love from all of us to you, may God bless you in this new achievement, may it be a ladder to other levels and many other achievements that come your way.”
Dr Ebal Christopher, the Commissioner Engineering and Technical Services, noted that just by the trail of his valuable impact in the Judiciary and Public Service, Dr Bigirimana’s award was well deserved and timely.
“Normally when you’re being recognised, the understanding is that they have assessed what you have been doing whether by research or by your actions, submissions and the knowledge imparted to the particular field,” he said.
Speaking about the milestone, Dr Bigirimana said, “the achievement that I have got is not personal. It is for all of us, not only as Judiciary but for the entire country and in fact not only Uganda but even Africa,” he said.
“They (the Institute) have decided to retain me because they believe I can share my experiences and ideas with other countries on how to transform the public service as well as the private sector,” Dr Bigirimana shared.
Adding that with the attainment of the PhD, he was inspired to do more, and as such called upon the Judiciary’s Senior Management team to always operate with a team spirit and focus on diligently delivering services in a coordinated and patriotic manner.
Dr Bigirimana attributed his achievement to an accumulation of strides and efforts. He mentioned among others a long career civil service, Senate presentation on reforming the United Nations and presentation on traffic light systems in New Zealand whose recommendations were not only adopted by UN and New Zealand respectively but also by the Government of Uganda.
The PS/SJ commended the Chief Registrar for spearheading the organization of the event. And went on to describe her as analytical, disciplined, with no tolerance of corruption and with a high sense of direction.
Together with the CR, planning and implementation of Judiciary programmes has been more efficient, the PS/SJ said.
Dr Bigirimana who hails from Kisoro District is career civil servant with more than 30 years of experience. He is also the author of a number of books including Abundance Mentality, Corona Lockdown Chronicles, From Tears to Cheers and Youth Livelihood.
