Belgium based, Ugandan social media enthusiast, Titus Seruga, has been appointed by President Yoweri Museveni in Foreign Service.
Seruga, has been vocal on Facebook responding, exposing and debunking anti-NRM propaganda generated by both local and international supporters of National Unity Platform (NUP) during and after general elections conducted in January.
Seruga, became famous for breaking exclusive security stories prompting the public to believe that he is highly connected to high ranking regime officials.
His appointment according to sources, comes after he put out an impressive performance in defending the regime at an international level as the opposition bloggers in the diaspora were hell bent on soiling Uganda’s image by peddling fake news related to human rights violation in the country.
The NUP online squad targeted UPDF, Tourism Industry and crashing the economy as they propagated falsehoods to scare away tourists and potential investors.
Officials in the Foreign Ministry who asked not to be mentioned told this website that, Seruga’s appointment description in Foreign Service will be much more clearer, when the Public Service Commission (PSC) interviews him and scrutinises his qualifications.
“Probably he will be Minister Counselor (FSO Gr II) a rank which suites him at a technical level,” said a source.
In Foreign Service, regular service people spend 0-3 years at starting level Third Secretary, 6 years experience is 2nd secretary, 9-10 years is First Secretary, 10-15 is Counselor and 15-25 in Minister Counselor (average years of experience) Ambassadors are usually 25+ years experience.
