Exclusive: Sipapa’s arrest Linked to Gen. Katumba’s shooting

Socialite Charles Olim popularly known as Sipapa has for 3 weeks been in security detention at SID, Kireka.

Sipapa’s lawyer, Charles Owori, told journalists last week that he learnt of his client’s disappearance a week after the arrest.

Mr Owori added that efforts to get Sipapa out of Kireka detention remained futile because no police authorities were willing to divulge details.

Owori revealed that a certain cop, a close associate advised them to go to Crime Intelligence head offices in Bukoto and seek more answers, however, security denied them access.

According to reports, Sipapa was arrested early this month from a hotel in Makindye

Reports further suggest that that he was driven away in a police vehicle that was waiting outside the hotel.

Sipapa was first detained at Kira Road Police before being transferred to Kireka where he remains to date.

We are told that after his arrest, police searched his home but the findings were not shared with media.

Attempted Assassination

Reliable sources in security revealed that detectives from police have been interrogating Sipapa over Gen. Katumba Wamala’s attempted assassination in which his daughter Brenda Natongo and driver Haruna Kayondo were shot in Kisasi.

The former IGP and Army Commander escaped with bullet wounds.

On the fateful day of June 1, four men armed and riding on two motorbikes intercepted Katumba’s SUV at 8am and sprayed the car with bullets.

The assailants whose CCTV pictures by police remain at large.

Reacting to the incident, President Yoweri Kaguta Museveni said that security was close to arresting the killers.

Deputy IGP Maj. Gen. Paul Lokech assured the public said that the killers had trailed Katumba and spent over an hour in Kisaasi before and after shooting.

This website understands security officials say that Sipapa appeared on the scene after the shooting and made a few inquiries which raised suspicion what his motive was.

A source who asked not be mentioned so as to speak freely added that security learnt that Sipapa owns unlicensed gun and is suspected to have participated in robbery not so long ago.

“Those are the areas which he is being investigated and interrogated,” said a source.

Efforts to reach Crime Intelligence Director Brig. Chris Damulira to substantiate on allegations raised by Sipapa’s lawyers were unsuccessful as his known phone number was off.

Contacted by this website, police spokesperson Fred Enanga said he didn’t have information on Sipapa’s arrest.

“I have no information. I will check and revert,” Enanga said. He hadn’t by the time of filing this report.

Sipapa has a lived ‘larger than life’ but his source of wealth remains a mystery just like his background.

A section of the public claimed Sipapa leads a gang of criminals in the city but he often rubbished the assertions as untrue, maintaining that he is a genuine businessman.

Last year he met President Museveni which aroused debate on who is Sipapa’s godfather in government.

Charged

On Monday morning police charged two men with the murder of Gen Edward Katumba Wamala’s daughter, Brenda Wamala Nantongo and his driver Haruna Kayondo.

The suspects are said to have participated in the assassination attempt on Works and Transport.

They are Ismael Hussein Sserubula, 38 and Nyanzi Yusuf Siraje, 46.

Sserubula, also known as Imamu Muto is a bodaboda rider and resident of Bulenga in Wakiso while Nyanzi is an herbalist and resident of Kyanja in Nakawa.

Both were charged with the murder of Mrs Brenda Nantongo and the attempted murder of Gen Katumba Wamala according to the sanctioned charge sheets.
