Col Rutabana takes Office as Rwanda’s Ambassador to Uganda

Hon. Sam Kuteesa, the Minister of Foreign Affairs, on Thursday received copies of letters accrediting Col Joseph Rutabana as the new High Commissioner of the Republic of Rwanda to Uganda.

The two principals expressed their desire and commitment to work together in strengthening the current bilateral relations between Uganda and Rwanda.

The High Commissioner-Designate who has lived in Uganda before was pleased to be back in the country on a diplomatic assignment.

He expressed gratitude for the warm reception accorded to him so far. He pledged to foster closer Economic and Political relations between the two countries during his tour of duty.

Rutabana replaced Maj Gen Frank Mugambage who served in similar capacity for 11 years in Kampala.

Rutabana comes at a time Uganda and Rwanda have spoilt diplomatic relations which resulted into closure of Katuna border by President Paul Kagame.

Mr Kagame accused Uganda of hosting Rwandan dissidents who plotted to overthrow his government in Kigali. In the same vein his counterpart President Yoweri Museveni on many occasions said that some country in the region worked to destabilise Uganda. He warned that those elements will be “crushed.”
