UNDERFIRE: Col. Kaka Bagyenda

Former Internal Security Organisation (ISO) director general Col Frank Kaka Bagyenda has failed to turn up at Parliament to attend the Appointments Committee and be vetted as Uganda’s new ambassador to Angola.

President Yoweri Museveni last month appointed Kaka the ambassador after sacking him as chief spy.

However, Kaka who was slated to appear before the vetting committee on Thursday November 5 was a no show.

His absence remains unexplained.

The committee only vetted Dr. Hassan Wasswa Galiwango who was recently appointed Uganda’s High Commissioner to Kenya.

The members of the committee include Speaker Rebecca Kadaga who is the chairperson, her deputy Jacob Oulanyah, Leader of Opposition Betty Ocan and other MPs.

Kaka’s absence triggered speculation that he is not interested in the job as previously reported by the online media.

Efforts to get a comment from the former ISO boss were futile as his known phone number was off.

Mr Bagyenda also failed to turn up to handle over instruments of office to his successor Col Charles Oluka.

This website reported how chances were high that Col Kaka couldn’t attend attend Parliament because of his previous sour relationship with members of parliament.

This is not the first time Kaka is snubbing Parliament, last year, he rejected to honour summons from Human Rights committee to defend the existence of safe houses run by ISO which he led at the time.
