CAA Boss Kicked out over Intrigue, Bickering and Vendetta

Forced into leave; Pascal Jabbe Osinde

Pascal Jabbe Oside, the Director Human Resource at Uganda Civil Aviation Authority (UCAA) has been forced into 6-month leave following disharmony in the top management which is reportedly orchestrated by him.

The decision to kick out Osinde was announced by the CAA Director General David Kakuba in letter dated May 29 following the Minister of State for Transport Joy Kabatsi’s directive.

“I have been directed by the Honourable Minister of State for Transport to require to proceed on leave for 6 months with immediate effect. The facts informing this decision are clearly spelt out in the letter attached hereto,” said Kakuba.

The directives are a result of the several meetings which the Minister held with different levels of management in the UCAA board room namely, the Union representatives, the middle managers and the members of top management at the Ministry.

The junior Minister of Transport established that there was disharmony in top management which was negatively impacting on the Authority’s performance.

“The Ministry is in the process of constituting an independent body of government to investigate the state of affairs at UCAA and come up with recommendations that will bring a permanent solution to the said disharmony,” adds Kakuba.

“Accordingly, you are instructed to proceed on leave as the Ministry constitutes a body to carry out the investigations. Please hand over the office to Mrs. Efrance Musimenta who will act as Director Human Resource and Administration during your abscence. By copy of this letter, Mrs. Efrance Musimenta is informed and directed,” Kakuba concluded.

Minister Kabatsi had previously warned Osinde whose process of acquiring the job had been contested in Court and a ruling would be given last March but didn’t take place due toCOVID-19.

“You have been urged on several occasions to make every effort to bring to an end this derogatory behavior that can bring down the image of this prestigious institution. Preliminary information reveals that, largely the cause of this stale of affairs revolves around almost one individual, the Director Human Resource and Administration (DHRA),” Kabatsi wrote.

She added that the position of DHRA is very central in resolving conflicts in the organisation. It should therefore be occupied by a person who is stable on the job and above intrigue and personal vendetta.

“As political and policy leaders of the Works and Transport sector, we cannot allow this state of affairs to persist unabated. It has therefore been decided that a thorough investigation should be undertaken by a competent institution of Government to get to the bottom of the problem and inform us of the action required to put a permanent end to the confusion,” reads the letter.

Kabatsi therefore guided as follows;

Mr. Jabbe Pascal Osinde Osudo being central in the matter proceeds on leave for six (06) months to allow room for investigation.

A suitable Officer should be assigned to act as DHRA while Mr. Jabbe Pascal Osinde Osudo is on leave.

In future, such disharmonious working relations should be identified early and resolved before because they negatively impact on the performance of the organization.
