Police Bans use of COVID-19 Stickers by Essential Workers

Uganda Police has clarified that use of COVID-19 movement stickers by essential workers has been terminated since all private vehicles are back on the road.

Police insists that even these essentials must also adhere to the Ministry of Health guidelines and Presidential Directive of 7pm-6:30 curfew.

“Stickers that were previously issued to Essential Workers are no longer in use, but you are advised to keep there for future purposes. Therefore, the Traffic Rules and Regulations are applicable to every motorist,” Musinga said.

Norman Musinga, the Kampala Metropolitan Traffic Commander further warned that delaying in traffic jam cannot be an excuse by private car motorists. He advised them to plan their journeys early enough or risk being arrested and charged for violating guidelines.

Traffic guidelines during Covid 19 period Following the recent address by H.E on 19′ May, 2020 directing Private Vehicles to begin operating while observing MOH guidelines of social distancing by having only three occupants in the vehicle inclusive of the driver and with all occupants wearing face masks. On 26`” May, 2020, we experienced Traffic Jam in most pa. of Kampala Metropolitan Area. This was caused mainly by excitement, indiscipline, and delay in places of work and other motorists had nothing to do but just for the sake of getting out and move around town and others rushing to beat the curfew time.

All motorists are therefore advised to observe Ministry of Health guidelines and the presidential directives on curfew time. Delay in Traffic Jam should not be used as an excuse for being caught up in curfew time. Motorists should therefore plan for the journeys well to avoid inconveniences. We shall impound all motor vehicles found driving beyond curfew time and action will be taken against the drivers.

In addition to enforcing the Presidential directives and Ministry of Health guidelines on Covid19, the Traffic Police will also be enforcing the Traffic Rules and Regulations in accordance with TRSA 1998.

Stickers that were previously issued to Essential Workers are no longer in use, but you are advised to keep there for future purposes. Therefore, the Traffic Rules and Regulations are applicable to every motorist.

We shall be enforcing Traffic Rules and Regulations on all our check points with emphasis on the following offences; Driving without driving permits, careless and inconsiderate use of motor vehicle on road, driving while under influence of alcohol, over speeding, using motor vehicles which are not in good mechanical condition, using motor vehicles without insurance, and driving while not wearing safety belts. We shall also impound all those vehicles which have not cleared the outstanding express penalty receipts.
