The Parliamentary Commission and the office of the Speaker Rebecca Kadaga have Tuesday afternoon held a meeting to forge a way forward on how to bypass a court injunction and put to use shs 10 billion allocated to Parliament to facilitate COVID-19 activities.
The money, this Website has learnt has already been sent to Parliamentary Commission by the Ministry of Finance.
“The money arrives tonight (Tuesday). And by tomorrow (Wednesday) morning he will have it on the Commission’s vote,” said a source privy to Parliament’s accounts.
The development comes high on heels of an injunction issued by the Civil Court halting Parliament from dispensing the UGX. 10b to Members of Parliament, pending its ruling scheduled for 29.
The interim injunction was read by Justice Esta Nambayo on Tuesday.
“That until the hearing to determination of miscellaneous application No.179 of 2020 the status quo to paragraphs 16, 17, 18 and 19 of the affidavit of Gerald Karuhanga sworn in support of this application be maintained I.e the monies in the sum of UGX 10, 000, 000, 000, (Uganda shillings Ten billion) appropriated to the 1st respondent (Paramilitary Commission) under the impugned amendment to the report of the budget Committee in supplementary Expenditure….remain undistributed until the determination of miscellaneous application No. 197 of 2020, or if already paid, the Members of Parliament are ordered not to dissipate or spend the same until the hearing ams final determination of miscellaneous application No. 197 of 2020 or until further orders from this Honorable Court.”
The petitioned was lodged by two legislators, Gerald Karuhanga and Jonathan Odur.
As to whether the money will be sent to MPs’ accounts, the meeting held by Speaker Rebecca Kadaga and the Commission had not decided by press time.
