Office of the Prime Minister Permanent Secretary (PS) Christine Guwatudde Kintu spent the whole Easter Holiday in detention at Kireka SIU facility with other 3 senior officials who are accused of stealing money meant to procure COVID-19 relief food.
Guwatuude’s co-accused include accounting officer Joe Wanjala, assistant commissioner procurement Fred Mutimba and commissioner disaster management (head COVID-19) Martin Owor.
Their arrest was a directive from the President after getting an authentic brief that over Shs 4 billion was lost in inflated prices as these officials quoted Shs 3900 per kilogram of maize flour as opposed to the market price of Shs 2500-3000 and Shs 4500 per kilogram of beans as opposed to Shs 3000-4000 market price.
The Government has ordered 9,030,000 kilograms of maize flour and 635,000 kilograms of beans.
The President then instructed his trusted aide, Col. Edith Nakalema who heads State House Anti-Corruption Unit to effect the arrest.
The suspects are expected to be produced in Court for prosecution later this week.
One of the officials Mr Owor’s upcountry home in Tororo was raided last Friday and a consignment of relief supplies including food were found stashed in his house.
The goods from UN meant for refugees were instead diverted by the official.
Reports began emerging that Mr Owor is filthy rich and has properties in several parts of the country. For example he owns a mega hotel in Hoima, 400 kilometres from his home area in Tororo.
But TrumpetNews has since established that Owor’s boss Ms Guwatudde is 10 times richer despite living a humble life.
This Permanent Secretary recently bought a building in Muyenga on the road to Kabalagala just 100 metres away from Ethiopian Restaurant.
This commercial building with 6 floors is estimated at shs 15 billion.

Muyenga is one of the few high-end suburbs of Kampala which accommodates wealthy businessmen and women, politicians and government officials.
A plot of land in Muyenga costs shs $1m an equivalent of 3.8 billion shillings.
Guwatuude’s property sits on almost an acre of land.
For the 7 years she has served in OPM, Guwatudde has been in and out of scandals involving mismanagement of funds for refugees.
