Rwanda Declares Kidnapped Ugandan IT Guru “Persona non Grata”

A Ugandan national who went missing in Kigali last month has been declared unacceptable immigrant in Rwanda.

It remains unknown whether Mr Ivan Peter Egessa has been handed over to Uganda government by authorities in Kigali.

But on February 13, the Director General of Immigration and Emigrations under National Intelligence and Security Services Francois Regis Gatarayiha announced that Egessa is a “prohibited Immigrant.”

In a brief statement Gatarayiha wrote: “Take note that you are declared a prohibited immigrant in Rwanda within the meaning of articles 12 and 15 of the law 57/2018 of 13/08/2018 on immigration and emigration in Rwanda.”

Egessa, according to reports has been held by Rwanda security agencies.

The development comes at a time the the two countries are trying to mend their fences and restore their flourishing diplomatic relations.

In a bid to show cause to restore sanity, Ugandan army court last month released 9 Rwandan criminals, dropped their charges and sent them back to their country.

Expecting Kigali to reciprocate by freeing all Ugandan detainees languishing in Kigali prisons and safe houses, this small EAC nation has instead responded by killing more Ugandans.
