Health Ministry PS Diana Atwine Explains Re-allocation of Funds

The Ministry of Health Permanent Secretary Dr Diana Atwine has today appeared before the Parliamentary Public Accounts Committee where she was requested to record a statement with the CID at Parliament.

As requested by PAC, Dr Diana Atwine and her Undersecretary Mr Ronald Ssegawa Gyagenda obliged and have since returned to their respective offices

The funds in question were re-allocated to cater for projects where government had an obligation of fulfilling its counterpart funding.

These projects where the funds were diverted include Kayunga and Yumbe Hospital refurbishment project, Mulago Hospital and Mulago Women and Neonatal Hospital.

The accounting officer used her discretion to reallocate funds to save government financial loss that could have come up inform of litigation.

“We saved money from accrued interests and litigation costs. When government over commits in agreements and and fails to meet its counterpart funding, this puts projects in problems .This has nothing to do with misuse or embezzlement .

What the money has done is there and can be seen. We are proud that despite the financial hardships the responsible officers worked with what they had to do more. Women and Neonatal hospital, Kayunga, Yumband  Pediatric Hospital Entebbe are there to be seen, “Dr Atwine says.

In conclusion, there were no funds lost but instead funds were efficiently utilized as opposed to being  left idle.
