On July 8, 2019, this website published an Intel Brief which exposed the rot at Kabalye Police Training School in Masindi.
The dossier, further revealed that the deployment of UPDF soldiers by the Commander in Chief (CiC) was aimed at mitigating the criminality in police institution which was to a larger extent executed by the cops.
In the July changes, Col Sserunjoji Ddamulira was appointed director of crime intelligence in the Uganda Police Force, a position previously held by another army officer, Col Ndahura Atwooki who was returned to the army.
Col. Ddamulira had been serving as the deputy director in charge of counter terrorism at CMI.
He further deployed Brigadier Golooba as the police director of human resource and training while Col Kamunanwire will head administration.
Brig. Geoffrey Golooba replaced AIGP Haruna Isabirye who will be seconded as Uganda Police Attaché’ in New York.
But close police sources say, AIGP Isabirye has indirectly been sacked following intelligence fed to the President showing Isabirye’s dirty deals he has been running as Director of Human Resource and Training, the intel brief revealed.
“A highly trusted source in police further revealed to this website on condition of anonymity that the recent reshuffle was basically targeting Isabirye and his allies.”

As rot engulfed the police training school in Masindi, the top police administration briefed the President who has since sent 17 UPDF soldiers to run the facility.
The 17 combatants were dispatched on October 11, 2019 and their deployment was effective.
A source privy to the deployment revealed to this website that more 7 soldiers are waiting to be sent to Kabalye to make a total number of 24 who will efficiently lead the school.
“So far these soldiers have not tempered with work of the commandant ACP Abubaker Ziwedde who has since run the school like his home,” said a source.
Adding: “He should know he is sitting on a time bomb.”
According to the source, the 17 military men will begin with assessing the performance of the school, do through audit of the whole institution, and also interview several trainees about the school administration.
This is aimed at establishing incriminating evidence against the commandant and his deputy SP Romano Otoro.
This website is reliably informed that Commandant Zawedde and his team were answerable to former police Human Resource Director AIGP Haruna Isabirye who was replaced by Brig. Golooba.
Police Spokesperson Fred Enanga couldn’t answer our repeated calls in an effort to seek his comment.
His deputy Polly Namaye when reached said she isn’t aware of this development.
UPDF spokesperson Brig. Richard Karemire when asked said, Kabalye facility is run by police not UPDF however, “there is always exchange of skills between the two institutions.”
Background Story
Kabalye Police Training School is located Misindi District and was commissioned in 2005.
The school is currently commanded by ACP Abubaker Ziwedde who is deputized by SP Romano Otoro and the two were directly reporting to AIGP Haruna Isabirye until July 2.
TrumpetNews established that its AIGP Isabirye who influenced the appointment of Ziwedde as the school’s commandant.
“The two have since run the institution as their home. They have introduced policies that only favour them and also reap money from the trainees,” said a source who has taken part in investigation against Isabirye and Ziwedde.
We learned that whereas it was a policy by the police to give out free beddings to all trainees who enroll at Kabalye, Ziwedde on orders of Isabirye directed trainees to pay a certain fee to be able to access these services.
“Every trainee was instructed to pay money for the bed sheets and it was a must yet they are free of charge,” said a source.
Until one of the trainees, at this beginning of this year reported the matter to the higher authorities and the policy was suspended.
“But this police officer didn’t have peace at the school and Ziwedde subsequently ordered his expulsion from school” added a source.
What however, irked the senior administration of police was the change of trainees’ dress code as they were forced to put on blue coloured t-shirts, a colour that isn’t gazetted.
“Our official colours are black and White. But how ACP Ziwedde and his deputy ordered the trainees to put on this colour is how we don’t know,” a source said.
TrumpetNews further learned that T-shirts were printed on orders of Ziwedde and Isabirye.
What startled police management is that whenever the IGP Mr. Martin Ochola and his deputy Maj. Gen. Sabiiti Muzeeyi toured the institution, Ziwedde always ordered the trainees not to wear the blue t-shirts.
The understanding is that Ziwedde and Isabirye are critics of the police management and continuously politicize the institution by allowing trainees to wear a colour known for FDC.
“Isabirye whenever he visited the school always made very demeaning statements about soldiers occupying police positions. At some point he said the soldiers deployed in police will come and go just like how Kale Kayihura went,” a source said.
Isabirye made all these revelations without knowing he had been placed under investigations.
“Top management is well aware of his poor conduct. And a report was filed and taken t the President,” a source said.
Officials in police are very optimistic it is against such behavior that President Museveni replaced senior officials with soldiers in the latest reshuffle including Mr. Isabirye.
It must be noted that Museveni has for long condemned the criminality in police.
He most of the times refers to dirty cops as Kawukumi (weevil).
This website understands that a file will soon be sent to PSU for investigations, and it found guilty, action will be taken against Isabirye his associates.
This website also understands that ACP Ziwedde’s days at Kabalye are numbered along with his deputy Otoro.
