IGG to Investigate Rukutana’s ‘Illicit Wealth’

The office of the Inspectorate of Government (IG) Irene Mulyagonja has Monday received a petition from a Ugandan, Davidson Ssemwanga who wants Deputy Attorney General Hon Mwesigwa Rukutana, his colleague William Byaruhanga and Secretary to the Treasury Keith Muhakanizi investigated.

Mr. Ssemwanga refers to the trio’s wealth as illicit.

He also asks the IGG to probe their vested interests into liquidation of Uganda Telecom Limited (UTL), an entity that has since become a battleground for government officials.

“Petition to investigate illicit wealth of Hon (s) Mwesigwa Rukutana, William Byaruhanga and PS Keith Muhakanizi and their vested interests into liquidation of UTL properties,” Mr. Ssemwanga said.

The mentioned above public officials have been on record disagreeing to audit into Uganda Telecommunication Limited. Recently Court directed that Audit into UTL should instead happen and close within 30 days starting from mid of July 2019.

 IGG, what has been bothering me and other citizens of Uganda is why public officials would be disagreeing to an audit. The only logic is that they are hiding something. These people have been at the center of most liquidated public assets in their lifetime of public service.

 For example, Rukutana owns companies that export labor out of Uganda to the Middle East and Asia. Many girls exported by his companies have exploited and their rights abused.

 In fact, Mr. Rukutana owns 5 arcades, 6 storied apartments in Zana and 2 houses in Kololo. Keith Muhakanizi owns 5 storied apartments in Bukoto, 4 in Naguru and 3 houses in Germany where he was staying as he got treatment recently and 2 houses in Mbarara. Also Keith MuhakaMri owns in total 50 Square miles of land/farm. Wiliam Byaruhanga has bought land in front of his Rwenzori courts buildings. He wants his law firm to manage UTL affairs.

The Petition

Unlike many dossiers which are sent to the IGG why whistleblowers who hide their identities, Davidson Ssemwanga was bold enough to even include his phone details on the petition.

Earlier Monday, while addressing a news conference at her office, State Minister for Investment Hon Evelyn Anite referred to a group senior government officials deemed as saboteurs of UTL audit as “corrupt cabal” who are now baying for her blood.

She alleged that the group has been trailing her movements and also plotting to kill her.
