The High Court has ordered audit on Uganda Telecommunication Limited (UTL) in a ruling delivered on Friday by Justice Musa Ssekaana.
The court’s judgment is perceived as a huge blow to the UTL administrator Bemanya Twebaze who doubles as Executive Director of Uganda Registration Services Bureau (URSB).
Bemanya and his crew have worked tirelessly to block the audit on UTL by seeking immunity from top government officials perceived as the old guard that undermine the young turks a group to which State Minister for Investment Evelyn Anite falls.
The young turks is a clique that has for long but mostly lately gained President Yoweri Kaguta’s trust because of its will and zeal to fight corruption.
Justice Musa ordered that the audit must occur within 30 days.
Earlier, Museveni instructed Minister Anite to institute an audit a decision that has since met stiff hostility from the Attorney General, Secretary to the Treasurer and couple of other officials.
Justice Ssekaana in his ruling held that: “An audit be carried out Uganda Telecom Limited-in administration by the Auditor General with a period…30 days from the date of this order.”
The judge also ordered that the audit report be presented or given to all creditors of the company.
Bemanya was represented by his lawyers Nuhu Wandembere.
In a letter dated July 16, 2019 to Anite, Museveni said he had “heard of some allegations”.
“This is to direct you to institute an audit in the activities that are going on in Uganda Telecommunication Limited,” read part of Museveni’s letter.
