The Secretary to the Treasury, Keith Muhakanizi has written to the Head of Public Service and Secretary to the Cabinet office of the President to replace ineligible Permanent Secretaries.

Muhakanizi’s letter dated July 1, exclusively obtained by this website says that among the Permanent Secretaries affected is Mr. Kagole Kivumbi who has recently been grappling with accountability issues after reports indicated that he mismanaged close to shs 32.8 billion.

“In line with Section 11 (2) (g) of the Public Finance Management Act, 2015, I appointed Accounting Officers for various Ministries, Departments and Agencies for FY 2019/20.

However, there are a number of Institutions whose Top Executives are not eligible for appointment in line with section 11(2) (g) of the PFMA.

The purpose of this letter, therefore, is to forward to you names of ineligible Accounting Officers and request you to advise me of the alternative Officer to be appointed as Accounting Officer for FY 2019/2020, (Copy attached),” reads Muhakanizi’s letter.

In an attachment, Mr. Kuvumbi’s name tops the list as ineligible for accounting officer 2019/2020 financial year.
