President Yoweri Kaguta Museveni has directed Minister for Justice and Constitutional Affairs Kahinda Otafiire and Attorney General to consider cabinet position on Uganda Telecom woes.
According to Museveni’s letter dated July 3 2019, copied to the Prime Minister, Minister for Finance and Attorney General, the President said he had a telephone conversation with Mr. Otafiire earlier Wednesday.
Therefore the Justice Minister should abide by the position taken by cabinet.
The president suggested that instead of divesting off UTL, government should rather look for an investor to revamp it.
“As I have guided on several occasions, given the strategic importance of UTL to the economy, Government has been in the process of identifying a suitable investor/s to partner with to revamp UTL as opposed to divesting”, Museveni’s letter reads in parts.
The President warned that actions contrary to cabinet position shouldn’t be taken.
He added that cabinet must always be consulted on any investment or related decisions concerning UTL.
Museveni’s stance upholds Clause 4 of the Administration Deed which says that the duties of the administrator are to collect outstanding sums of monies from government return the company to profitability and look for an investor to recapitalize the business thus giving UTL Administrator Bemanya Twebaze a sigh of relief.
Anite wanted Mr. Bemanya sacked over alleged gross misconduct and corruption saying he rejected an audit.
She wrote to the Attorney General to notify Court that Bemanya’s services were terminated but the government lawyers ruled otherwise.
