President Yoweri Kaguta has for the second time lashed out at the Inspectorate of Government Irene Mulyagonja for superintending a corrupt office.
The President, further described IG’s office as full of “Kawukumi” which compelled him to open parallel units to “watch over the watchman.”
The President has often used “kawukumi” phrase to describe ‘rotten’ government institutions that are very corrupt. And most occasions he has subsequently dissolved the heads of this institution.
An example is Uganda Police where he fired its
head Gen Kale Kayihura after learning that the institution has been infiltrated
by criminals.
“When people start complaining of a watch
man, then you have to hire a watch man to watch over that watch man. hat is why
I started and set up units in President’s office to watch over the IGG,”
Museveni said.
He gave examples of units that he has set to help fight corruption like, like health unit, engineering and land that he set up leading to calling out Edith Nakalema who State House Anti Corruption Unit.
The President made the remarks during the opening of the 9th Commonwealth Regional Conference of Heads of Anti Corruption Agencies at Serena Hotel- Kigo, where he was the chief guest. kigo.
During the closure of the event Museveni again referred to IGG as Kawukumi as he took photos with the guests.
Museveni was overheard telling the IGG in vernacular, “nti mwe mulimu kawukumi,” which prompted Commonwealth Secretary General Patricia Scotland to ask the meaning of kawukumi.
Museveni explained that Kawukumi means bean weevil.
This becomes the second time for the President to openly attack the Inspectorate. Last year while was celebrating Anti-Corruption week at Kololo grounds, Museveni Mulyagonja and team is “useless”. A few days he inaugurated a parallel unit headed by Edith Nakalema.
The team has since raised storm and has subjected the IGG to investigations after whistle-blowers ran to Nakalema to intervene and save the Inspectorate’s office.
