After a long time of what Rwandan sympathizers termed as “stone silence” Ugandan leader wrote a letter to his counterpart Paul Kagame expounding on his interaction with individuals deemed subversive to Kigali.
Museveni, in black and blue explained that he “accidentally” met Charlotte Mukankusi a member of Rwanda National Congress (RNC) a South African based group seeking to oust Kagame.
Mukankusi’s concern was her husband Rugatarama was killed by Rwandan agents, Museveni explained.
That her confirmation hinges on confessions of the killers, Nziiza and Munyuza.
She then implored Museveni to offer her military assistance so as to remove Kagame’s government.
However, Mukankusi’s efforts were futile as Museveni vowed never to violate the Africa Union stance, which bars a country from interfering in the internal politics of sister countries,” AU’s statute says.
Museveni further told Kagame that it remains wrong for his agents to keep operating behind the government of Uganda.
This was the first time Museveni openly accused Kigali of trying to destablise Uganda.
In the recent past, Museveni would be heard unleashing veiled warnings against individuals planning to attack his government, that they are punching above weight, and once Uganda mobilizes, the attackers can’t survive.
Arrests
On various occasions, Rwandan officials have claimed that their people are harassed, arrested and tortured while in Uganda.
Foreign Minister Richard Sezibera, a few weeks ago advised Rwandans to cease their movement into Uganda.
His travel advisory was reechoed by his boss, Kagame.
However, Uganda through diplomacy Minister Sam Kutesa refuted the claims but maintained stance on Rwanda Criminal Immigrants.
In his earlier statement he indirectly told Rwanda, that those incarcerated are responsible for unleashing terror against Ugandans.
Sezibera claimed that 108 Rwandans are in Ugandan prisons.
Around 2017, several Rwandan were arrested by Military Intelligence along with other top Ugandan police officers on charges of espionage, kidnap and forceful repatriation of Rwandan refugees.
The arrested particularly Rwandans were accused of conspiring with Kigali to kidnap these refugees perceived as enemies.
Some of those incarcerated are Donne Kayibanda, Claude Iyakerenya, Augustine Rutayisire and Emmanuel Rwamuchyo.
These were believed to have masterminded the abduction and extradition of Lt. Joel Mutabazi a former bodyguard of President Kagame who was handed a life sentence.
Celebrations
A source who resides in Kigali who spoke to TrumpetNews on condition of anonymity citing sensitivity and fear of arrest by the regime said the locals are happy on learning news of arrests of Rwanda Criminal agents in Uganda.
The silence of the populace on the Uganda- Rwanda issues in Kigali has continued to worry authorities.
“We can’t physically go on the streets to celebrate or openly say it because Rwanda is not like Uganda. We don’t have freedom of expression. What we have done we have kept silent,” this resident said.
This website has learnt that Kagame’s government initially thought it would be a collective responsibility for all Rwandans to exert pressure on Uganda to negotiate the release of Rwandans in Ugandan prisons.
“But they miscalculated,” this resident adds.
The paranoia in the people of Rwanda is that government could force them to the streets to protest arrests of Rwandans in Uganda.
Further the local media in Rwanda, privately owned has snubbed the “Rwanda- Uganda impasse” and since concentrated on reporting “issues which matter.”
“Media outlets like Umusingi, Ukwezi, Umuryango and Bwiza have not reported anything on the crisis,” said a resident.
The only media outlets peddling propaganda and fake news campaign against Uganda are state and intelligence owned like New Times, Igehe, Rushasya and a few others.
