Brig. Karemire: UPDF Can’t Arrest Gen. Kyaligonza

Maj. Gen. (rtd) Matayo Kyaligonza will not be apprehended by the military as earlier demanded by the public for having participated in assaulting a female traffic officer, Sgt. Esther Namaganda in Seeta, Mukono on Sunday.

Following a video that circulated on internet, the retired UPDF combatant now representing Uganda in Burundi as the ambassador, was seen charging at a visibly helpless officer whose offence was to stop Kyalingonza’s vehicle for having breached road guidelines.

Kyaligonza who was in the vehicle, reportedly sent his bodyguards to discipline the female cop for embarrassing the General.

Members of the public that watched the clip on social media, asked the army to take immediate action, arrest the three soldiers including Ambassador Kyaligonza.

Karemire, through his twitter handle apologized on behalf of the institution and assured the irate Ugandans that action would be taken once facts are gathered.

On Sunday evening, Karemire announced the ‘rogue’ soldiers had been taken in.

“”We wish to inform the public that as investigations into circumstances that led to the Seeta incident continue, UPDF has arrested RA/221607 L/CPL Bushindiki Peter and RA/230927 Pte Okurut John Robert.”

But Ugandans were unsatisfied with the arrests and again implored the UPDF to detain the guards’ boss Kyaligonza.

But on Monday morning Mr. Karemire said, Kyaliginza can only be arrested by police not the army.

“Since he retired he ceased being under direct UPDF control and command,” Karemire told a local news site.

It explains why the military didn’t take action when the same Maj Gen (RTD) Kasirye Ggwanga recent shot at a car belonging to musician Catherine Kusasira.
