Exclusive CCTV footages obtained from Bank of Uganda show former executive director in charge of supervision Justine Bagyenda, her bodyguard and driver carrying loads of documents from her former office.
In the footage, Bagyenda who stormed the Central Bank premises on Sunday is seen instructing her bodyguard to carry files stashed in a suitcase and a huge polythene bag to the awaiting car.
The bodyguard, Juliet Adikot, according to the videos, carried the files three times as her boss was holed up inside the office sorting up what she wanted.
Further, the bodyguard calls the driver, Job Turyahabwe, to help lift more files to the car.
After picking what was necessary, Bagyenda together with her bodyguard and driver drove out of the premises along Kampala road in the heart the city.
In a separate CCTV footage, Bagyenda returned to the bank with her bodyguard and driver lifting a few sacks containing documents.
“This means that after ferrying the files, Bagyenda went home, picked what was necessary for her and returned trash,” said an official in Bank of Uganda who asked not to be named.
On Thursday the investigative committee of Parliament COSASE chaired by Bugweri County MP Abdu Katuntu reviewed in detail this CCTV footage which placed City Lawyer Kanyererezi Masembe and Bank of Baroda Managing Director Ashrin Kumar on ‘scene of crime’ inside BoU.
The MPs have since learned that lawyer Masembe must have advised Ms. Justine Bagyenda to ‘steal’ the documents related to closure of seven commercial banks at the supervision Bagyenda and several other BoU officials.
A source inside BoU said the motive of stealing the files was to make it difficult for Bagyenda’s replacement Mr. Tumubweine Twinemanzi to access the documents during the COSASE probe.
