Justine Bagyenda extracted documents containing details of closed banks from Bank of Uganda at a time she was relieved of her duties as executive director in charge of supervision, this website has reliably learnt.
The documents picked by Ms, Bagyenda included among others inventory reports of ICB and Greenland Bank.
An official in the Central Bank said Bagyenda had planned to walk away with these files as she retired from the Central Bank.
However her retirement plans were preempted by an abrupt sacking sanctioned by Governor Emmanuel Mutebile in February six months before her official retirement.
The Governor on Monday unequivocally told the Katuntu led committee that he had no idea where the documents of these banks were, I have never seen them,” he said.
He then tasked Benedict Sekabira, the Director, and Financial Markets Development Coordination
to account for the files.
Mr. Sekabira told the visibly angry legislators that he didn’t avail the documents to Mutebile because at that time he was too far from him and he was only answerable to Ms. Bagyenda.
This prompted COSASE to issue fresh summons to Bagyenda to appear before the committee to answer related queries of the whereabouts of the inventory reports.
She is expected Wednesday or Thursday.
Another official at Bank of Uganda said the MPs must press Bagyenda to produce the documents.
“She has them. She took them and she was recorded on camera,” said the official who wished to remain unnamed citing the sensitivity of the matter.
The same official challenged MPs to also press BoU administration to avail the CCTV footage of Bagyenda during her last days at the Central Bank.
“She was captured picking these documents. But because my bosses don’t want to lose this case they may have tampered with the footage. After all Parliament can get experts to analyze the footage of all its provided to ensure its doctored or not,” this official added.
Asked what could have been the motive behind extraction or defunct banks’ files, the source said Bagyenda have wished to punish Mr. Mutebile and ilk because of her unceremonious dismissal from Bank of Uganda
