Museveni Yet to Approve Constitutional Review Commission 6 Months after Nomination

President Yoweri Kabura Museveni hasn’t responded to a list of thirteen nominees sent to him for approval who were selected to review the constitution of Uganda.

According to a nomination list signed by Justice and Constitutional Affairs Minister Gen Otafiire Kahinda, Former Attorney General Kiddu will lead the team and be deputized by Ambassador Francis Butagira, a seasoned diplomat and former Speaker of the National Assembly.

Other members nominated to the commission include a Constitutional lawyer, Wandera Ogalo, former National Female Youth MP, Nusura Tiperu, city lawyer Paul Wanyoto Mugoya, Lillian Aber, the Chairperson National Youth Council, and Dr Diana Musoke, a lecturer at Law Development Centre, Ambassador Richard Laus Angualia, Reverend Amos Turyahabwe, Martha Katuntu, Kaboggozza Musoke, Sarah Matekye Nyarabatsisi, Charles Elem Ogwal, and Kamadi Byonanebye.

Whereas the names were forwarded to the President on May 23, 2018, Minister Kahinda Otafiire again wrote to Museveni on 7th August reminding him of the urgent need to approve the commission.
“There was an urgent need to commence the Constitutional Review process in order to address issues at hand,” notes Otafiire.
The purpose of instituting the commission is to handle the proposals that were not included in the Constitutional Amendment Act 2015.
The criteria of team selection depended on regional representation, from the five regions of Buganda, Central, Eastern, Northern, and Western. It also considered educational background, qualifications, diverse experience and expertise.
