Exclusive: Police Transfers in Spotlight over Bribes

Uganda Police Human Resource Directorate is on spot for allegedly being part of a racket to manipulate the posting of new officers for bribes.

The case is being brought to light by a section of officers within the force who want Professional Standards Unit (PSU) to kickoff probe into the alleged misconduct.

Among those implicated is AIGP Moses Balimwoyo, the head of human resource who in the recent past has announced over five reshuffles under the new police leadership of IGP Martin Okoth Ochola.

Mr. Ochola took over the mantle in March this year in what the President of Uganda had described as a ‘weevil infested’ force under the supervision of General Kale Kayihura who upon his sacking was arrested and detained in a military facility.

Our source who is a senior official at PSU, sitting in Bukoto- Kampla said the unit is preparing to kickoff investigations into the alleged corruption claims.

“For quite a number of times, our officers have raised these issues. But we need conclusive evidence to begin probing Balimwoyo’s office,” our said.

“These juniors are offering millions of money to buy fat positions,” he added.

The new appointments came against a backdrop of a heap of accusations against the police after its top commanders were jailed for murder and kidnap related crimes.

A number of them including the former IGP Kayihura are indicted for abducting and illegally repatriating Rwandan refugees between the year of 2012 and 2016.

Speaking to this website Monday morning on this development, PSU spokesperson Vincent Ssekate said he wasn’t aware neither has PSU heard of such complaints.

“As PSU we have not had anybody complaining or registered any complain with us to that effect,” he said.

Efforts to reach the police publicist were futile by the time of filing this report.

Mr. Emilian Kayima couldn’t answer our repeated calls.

Also we were unable to contact the accused AIGP Moses Balimwoyo.
