Early 2014, President Yoweri Kaguta Museveni summoned his spokesperson (then) Tamale Mirundi and subjected him to an episode of interrogation as to why he had made it a habit to insult and embarrass Ms. Jenifer Musisi on several media platforms.

Museveni wondered what forces were behind Mr. Mirundi who consistently referred to Kampala Capital City Authority (KCCA) Executive Director as corrupt, incompetent and a failure serving a certain interested group of city dwellers.

Musisi had been in office for 3 years following her appointment as KCCA ED in 2011.

Again Museveni was rattled by Mirundi’s video and audio recording attacking Musisi gathered by intelligence.

Museveni, this website authoritatively reports had commissioned intelligence to bring him all media recording of Mirundi abusing Musisi.

After playing a number of them, Museveni then quizzed Mirundi, “Tamale are you mad? Why do you abuse that woman who is doing an exceptional job for Kampala? Do you know how useful she has been to me?” Museveni reportedly questioned Tamale.

In trying to lay his defence, Museveni open a can of worms, “I am told you are paid by those detractors in Kampala to abuse Musisi. Why?” Museveni queried.

“That you appear on TV very drunk, my spokesperson?” the President fumed.

Tamale who at this point had coiled his tail like a frightened puppy, openly told the President that those filling him with misinformation were sadists aiming at seeing his NRM leadership crumble.

Mirundi again revealed to his boss that he is the only government officials that relates with the common man and had boosted a following through his radio talk shows.

“Mr. President I am the only one who attends a radio station in Bwaise to popularize government programs,” Mirundi told Museveni who seemed convinced.

A visibly charged Mirundi added that the problem with Museveni was to associating with leaders who mind about their stomachs and forget the common people.

“At the end of the day that is why you find yourself unpopular in Kampala city. Why, because your leaders are disjointed and don’t mind the bakopi,” Mirundi is quoted to have said.

Responding to queries of attacking Musisi who at a time she was a darling to Museveni, Mirundi told his boss that Musisi had ‘bad mind’ and was collaborating with mafias and would soon land NM in hot soup.

The belligerent mouthpiece reiterated that if Museveni wasn’t careful he would lose Kampala to the hands of opposition simply because of ‘stupid’ actions of government leaders in Kampala.

Mirundi cited several examples where Musisi had made very illogical decisions which ended up affecting the poor people and subsequently discrediting the regime.

Mirundi talked about illegal evictions, demolition, new taxes introduced, banning of vendor, extreme persecution of Musisi’s men on Kampala traders, market wrangles and many more.

“Mzee you need to investigate these things, otherwise you have no vote in the next election,” Murind reportedly advised the President.

But Museveni was obsessed with Musisi’s works and her incessant efforts to uplift Kampala.

Whereas Musisis had managed to beautify the city on the surface, Mirundi asked the President to visit downtown, slums, and suburbs within KCCA jurisdiction and compare notes.

Whereas Museveni constantly referred to Musisi as incorruptible, Tamale disputed this notion.

After hearing Mirundi’s version, the President told Mirundi to continue the good work of publicizing the good deeds of NRM government but asked him to regulate his verbal artillery against top government officials he- Museveni would be perceived as behind it since Mirundi was his spokesperson.

This website can reliably report that Musisi raised many complaints against Tamale before the President, but Museveni repeatedly told her to ignore  “oyo muveko, mugu wadalu” loosely translated as that is a man mad.

Intrigued by Mirundi’s information, Museveni dispatched a team of his boys to investigate Musisi and also gauge her works in relation to regime’s popularity.

Unfortunately Museveni’s popularity kept waning. The reasons, intelligence found out that Musisi had done huge damage especially with her ‘autocratic’ policies.

Like the issue of evicting vendor on Kampala streets without a backup plan greatly resulted into criminality and resentment of the State.

As a result opposition especially Kizza Besigye and city lord mayor Erias Lukwago capitalized on Musisi’s mistakes to consolidate their positions.

That is why at some point Besigye declared himself ‘President of Kampala’ with Erias Lukwago as lord mayor.

In trying to counter the two, Museveni was too late and lost miserably in the city during the 2016 elections.

Rage

After the general elections, Musisi was no longer a darling.

Intelligence briefed Museveni that Musisi had done more harm than good.

“What Museveni’s cares much at the end of the day is votes. When your policies are a threat to his votes then you cease to be on his influential list,” a source said.

That is why he appointed Betty Kamya, an opposition member as Minister of Kampala as a way of clipping Musisi’s wings because he had failed to deliever the city.

Source told this website that until today, Musisi has never known the source of her vendetta with the President because he has never bothered to talk to her.

TrumpetNews understands that Museveni refused to reply nor give attention to Musisi’s phone calls for 2 years.

“They would meet at public functions and it would end there,” a source said.

The fallout culminated into resignation which Musisi tendered on Monday to the appointing authority.

Musisi penned a 21 page letter explaining her achievement as KCCA ED in the last 7 years and also highlighted challenges that compelled to quit shs 46 million monthly salary job.

The nation awaits Museveni’s response.
