In the wake of a reported looming army reshuffle which has caused panic and anxiety among top UPDF soldiers, Major General Fred Mugisha is likely to bounce back after a long time un-deployed.
The former UPDF Joint Chief of Staff was replaced by Maj. Gen. Wilson Mbadi, President Yoweri Kaguta Museveni’s ex aide and now deputy CDF
Gen. Mugisha was laid off in a major army shakeup in 2013.
But our highly placed sources in the military at Mbuya head offices revealed to this website that Mugisha is considered as a suitable candidate to replace Maj. Gen. James Mugira as National Enterprise Corporation (NEC) Managing Director.
NEC is the commercial arm of the UPDF and is responsible for overseeing ventures that mainly benefit the army.
Mugira assumed the office in 2015 having been at the helm of Luwero Industries which is considered as the third strategic division of the army.
Luwero Industries is an engineering arm famous for manufacturing bullets and armoured tankers such as the mamba and nyoka .
To take over Luwero Industries and NEC, Mugira had previously served as Chief of Military Intelligence where he excelled in performance.
On Monday TrumpetNews exclusively reported how Mugira will soon be appointed either Defence Permanent Secretary or the head of a regional military unit with its headquarters in Arusha, Tanzania.
Against that backdrop, Maj.Gen Mugisha will replace Mugira.
It has been 5 years since Mugisha was dropped as Joint Chief of Staff and has largely remained ‘idle’.
Our sources privy to the impending reshuffle told us that Mugisha is considered as one of the finest brains in the UPDF establishment.
However, the Commander in Chief (CiC) President Yoweri Kaguta Museveni took a decision to lay off this young but very clever officer because of his ‘conservatism, frugality and principles’ that were crippling the operations of the army.
“He started work with strict principles that he poked into the unnecessary expenditures of some units and denied them money for proper accountabilities,” said a source.
We have learnt that the then Commander of an elite unit of the military Special Forces Group (SFC) stated that Mugisha was failing the UPDF institution from timely responding to emergencies which was a threat to UPDF missions.
Equally the Permanent Secretary of UPDF Rosette Byengoma had been frustrated by the principled mean young Gen. Mugiha
